To save the gods from the demons, after the severe penance of Maharishi Kashyap, Lord Shiva incarnated in the form of 11 Rudras from the womb of Maharishi Kashyap's wife Surabhi. These 11 Rudras are described in almost every Purana, Vedas, Upanishads, Ramayana, Mahabharata and their names are different in every Purana.

If we talk about Shiva Mahapuran, then the 11 Rudras are Kapali, Pingal, Bheem, Virupaksha, Vilohita, Shastra, Ajapaad, Ahirbudhnya, Shambhu, Chand and bhava.

These Rudras has emerged from the anger of Lord Shiva and these 11 Rudras represent destruction and renewal and maintain balance in the universe by controlling the forces of nature and time. Similarly, 11 Mukhi Rudraksha also represents destruction and renewal, destruction of our old bad karmas, destruction of small evils within us, destruction of our mental disorders and our poverty. 

Here each Rudra has a different representation. Kapali means the one who walks wearing a garland of skulls. In one face of 11 Mukhi Rudraksha resides Lord Kapali and he destroys the evils hidden within man.

In the other face resides Lord Pingal and this aspect of Rudra represents the strong energy which can remove weakness and also provides strength to the body.

In the third face resides Bhima. Bhima represents the powerful aspect of Lord Shiva. who destroys ignorance, evil and also symbolizes fearlessness and strength.

 The fourth face houses Virupaksha, which symbolizes the all-seeing eye of the Lord and his ability to see everything.
